It does look like a floor nailer without the angled foot. The angled foot helps to hold the tool at the proper angle for driving the nail. It was removable so the the tool could also be used to nail vertically the first strip of flooring, usually along the edge of a wall. If that is what it is, the nail is driven through the tongue of the toen and groove flooring drawing the floor tight to the previous board.

The tool is held by the handhold of the section that is resting in the cutout base and the nail is driven by stricking the head of the cap that is attached to the vertical shaft.
